中国石油化工集团公司2001年发布实施了HSE管理体系,其初衷不仅是考虑与国际接轨,更重要的是针对行业自身高风险特点进行有效的风险控制.体系运行以来,各直属企业的HSE管理取得了较好的成效,评价出的重大风险基本能得到控制.但"两张皮"现象在很大程度上还是存在的,主要原因是个别企业对集团公司要求建立HSE管理体系的意义认识不够,对体系标准理解不透彻,特别是风险评价这一工作,企业如何做才到位,如何应用和持续应用危害识别、风险评价的结果,并以此控制、降低企业的风险,提高绩效,是很多企业遇到的最大障碍.另外部分企业将风险评价作为一个孤立的要素看待,单纯地就评价而评价,没有将危害识别和风险评价结果应用到其他要素中,真正作为一个体系来理解和运作.笔者结合工作实际,谈一下风险评价在体系中的应用思路. 相似文献

测定了北京市3座城市污水处理厂各处理单元出水中的SC噬菌体和F-RNA噬菌体浓度进水中SC噬菌体和F-RNA噬菌体浓度范围分别为6.25 ×103~1.34×104 PFU·mL-1和2.4×10~2.4×103 PFU·mL-1,经过处理,上述2类噬菌体的总去除率分别为72.45%~99.89%和57.84%~93.06%,低于对粪大肠菌的处理效果生物曝气工艺对噬菌体的去除效率最高,深度处理中的砂滤工艺对噬菌体的去除作用不明显.根据测定的F-RNA噬菌体浓度预测水中肠道病毒的浓度,结果显示生活污水经常规处理和深度处理后仍含有0.65~15.8 PFU·L-1的肠道病毒. 相似文献

In the present study, cadmium and lead concentrations were compared in barnacles, ghost shrimps, polychaetes, bivalves, and sediment from ten different locations along the intertidal zone of the Persian Gulf and the Gulf of Oman. The results revealed significant differences in the heavy metal concentrations between the organisms with barnacles showing, by far, the highest metal concentrations. The bioaccumulation factor of Cd in different animals follows this pattern with barnacles?>?bivalves?>?polychaetes?>?ghost shrimps, while the pattern for Pb was barnacles?>?polychaetes?>?bivalves?>?ghost shrimps. In most of the stations, sediments showed the lowest lead and cadmium concentrations. Therefore, it is concluded that barnacles with Pb concentrations between 0.17 and 2,016.1 μg/g and Cd concentrations ranging from 0.4 to 147.1 μg/g are the best organisms to be employed in monitoring programs designed to assess pollution with bioavailable metals in the Persian Gulf and the Gulf of Oman. 相似文献

This study investigated the effectiveness of successive bioaugmentation, conventional bioaugmentation, and biostimulation of biodegradation of B10 in soil. In addition, the structure of the soil microbial community was assessed by polymerase chain reaction-denaturing gradient gel electrophoresis. The consortium was inoculated on the initial and the 11th day of incubation for successive bioaugmentation and only on the initial day for bioaugmentation and conventional bioaugmentation. The experiment was conducted for 32 days. The microbial consortium was identified based on sequencing of 16S rRNA gene and consisted as Pseudomonas aeruginosa, Achromobacter xylosoxidans, and Ochrobactrum intermedium. Nutrient introduction (biostimulation) promoted a positive effect on microbial populations. The results indicate that the edaphic community structure and dynamics were different according to the treatments employed. CO2 evolution demonstrated no significant difference in soil microbial activity between biostimulation and bioaugmentation treatments. The total petroleum hydrocarbon (TPH) analysis indicated a biodegradation level of 35.7 and 32.2 % for the biostimulation and successive bioaugmentation treatments, respectively. Representative profiles for particulate matter particles less than or equal to 2.5 µm (PM2.5) are developed from the Kansas City Light-Duty Vehicle Emissions Study for use in the U.S. Environmental Protection Agency (EPA) vehicle emission model, the Motor Vehicle Emission Simulator (MOVES), and for inclusion in the EPA SPECIATE database for speciation profiles. The profiles are compatible with the inputs of current photochemical air quality models, including the Community Multiscale Air Quality Aerosol Module Version 6 (AE6). The composition of light-duty gasoline PM2.5 emissions differs significantly between cold start and hot stabilized running emissions, and between older and newer vehicles, reflecting both impacts of aging/deterioration and changes in vehicle technology. Fleet-average PM2.5 profiles are estimated for cold start and hot stabilized running emission processes. Fleet-average profiles are calculated to include emissions from deteriorated high-emitting vehicles that are expected to continue to contribute disproportionately to the fleet-wide PM2.5 emissions into the future. The profiles are calculated using a weighted average of the PM2.5 composition according to the contribution of PM2.5 emissions from each class of vehicles in the on-road gasoline fleet in the Kansas City Metropolitan Statistical Area. The paper introduces methods to exclude insignificant measurements, correct for organic carbon positive artifact, and control for contamination from the testing infrastructure in developing speciation profiles. The uncertainty of the PM2.5 species fraction in each profile is quantified using sampling survey analysis methods. The primary use of the profiles is to develop PM2.5 emissions inventories for the United States, but the profiles may also be used in source apportionment, atmospheric modeling, and exposure assessment, and as a basis for light-duty gasoline emission profiles for countries with limited data.
Implications: PM2.5 speciation profiles were developed from a large sample of light-duty gasoline vehicles tested in the Kansas City area. Separate PM2.5 profiles represent cold start and hot stabilized running emission processes to distinguish important differences in chemical composition. Statistical analysis was used to construct profiles that represent PM2.5 emissions from the U.S. vehicle fleet based on vehicles tested from the 2005 calendar year Kansas City metropolitan area. The profiles have been incorporated into the EPA MOVES emissions model, as well as the EPA SPECIATE database, to improve emission inventories and provide the PM2.5 chemical characterization needed by CMAQv5.0 for atmospheric chemistry modeling. 相似文献

Surface emission from Dhapa, the only garbage disposal ground in Kolkata, is a matter of concern to the local environment and also fuels the issues of occupational and environmental health. Surface emission of the Dhapa landfill site was studied using a flux chamber measurement for nonmethane volatile organic compounds (NMVOCs). Eighteen noncarbonyl volatile organic compounds (VOCs) and 14 carbonyl VOCs, including suspected and known carcinogens, were found in appreciable concentrations. The concentrations of the target species in the flux chamber were found to be significantly higher for most of the species in summer than winter. Surface emission rate of landfill gas was estimated by using two different approaches to assess the applicability for an open landfill site. It was found that the emissions predicted using the model Land GEM version 3.02 is one to two orders less than the emission rate calculated from flux chamber measurement for the target species. Tropospheric ozone formation has a serious impact for NMVOC emission. The total ozone-forming potential (OFP) of the Dhapa dumping ground considering all target NMVOCs was estimated to be 4.9E+04 and 1.2E+05 g/day in winter and summer, respectively. Also, it was found that carbonyl VOCs play a more important role than noncarbonyl VOCs for tropospheric ozone formation. Cumulative cancer risk estimated for all the carcinogenic species was found to be 2792 for 1 million population, while the total noncancer hazard index (HI) was estimated to be 246 for the occupational exposure to different compounds from surface emission to the dump-site workers at Dhapa.
Implications:This paper describes the real-time surface emission of NMVOCs from an open municipal solid waste (MSW) dump site studied using a flux chamber. Our study findings indicate that while planning for new landfill site in tropical meteorology, real-time emission data must be considered, rather than relying on modeled data. The formation of tropospheric ozone from emitted NMVOC has also been studied. Our result shows how an open landfill site acts as a source and adds to the tropospheric ozone for the airshed of a metropolitan city. 相似文献
